NEW YORK, New York — Bill Harvey, a media-research pioneer whose work influenced decades of radio, television and advertising measurement, has died at age 84 following a short illness.
Harvey helped create Arbitron’s Area of Dominant Influence, an early framework for defining local television markets. His career extended through audience measurement, advertising effectiveness, addressable television and privacy standards.
He later founded RMTLabs and worked with ScanAmerica, the Portable People Meter and Next Century Media. Harvey also helped build TRA, a system designed to connect media exposure with consumer-purchase information. TiVo acquired TRA in 2012.
His work reflected a central challenge that remains unresolved across broadcasting and digital media: measuring whether audiences merely encounter content and advertising—or whether that exposure produces meaningful behavior.
